Description:

One of the Capitol guides noted this building is a pretty recent addition to the Capitol area. It was authorized in the 1920's and constructed in the 1930's, during the Great Depression.

One of the things which strikes me is the words on top of the building Justice for All. Like much of DC and our Nation, I now think of this as aspirational rather than a fact which we are falling short of. See the Architecture Guides for the representations of the figures on top of the building.
